Bug Fixes and a new helper function

This update adds a new helper function for setting the language on startup programmatically: dbk.initializeLanguage(languageCode). It fixes an issue that could prevent duplicating events that appear on the map. It also greatly improves our ability to handle outages and fixes some issues with redirecting to the outage page since we implemented service workers.
